REFLECTING TEXT
For this tutorial I will be using the program:

Next, select the text tool.

Click on your blank image, to type some text. But before you do that, pick a font and color you like. Any color font will work with this effect, and as for the font...it is easier to do this effect with a font on CAPS, because hanging down letters like "g" and "y" will not get in your way. So I decided to use Century Gothic on CAPS.
Once you've got those things chosen, you need to type your text. On mine I wrote "SUGARSWEET" but you can write whatever you want. After you type it, click "apply text". You should have text with a border like thing around it sitting on your blank image.
Then go to Edit>Copy to copy the text you just applied.
Then go to Edit>Paste as new Layer and there should be two copies of your text on your blank image.

*If you only see one, move the one you see, they may be right on top of each other.
Once you have one of your texts selected, go to Image>Flip. One of your texts should now be upside down. Put it directly underneath your other text leaving a small space in between so it looks like this:

Now get out your eraser tool. It looks like the end of a pencil and its located over in the side menu. Once you've got that, match your settings to mine:

Keep all the others at their default settings.
Then, select your upside down text and erase half of it, using the eraser tool with the settings above.
YOU'RE ALMOST DONE! Look at the layer settings for the upside down text. Match them to mine:

And you're done! You can crop it, add brushes, borders, whatever you want! Here's my final outcome:
